Attic covered in fine dust and larger pieces after roof renovation - options?

We had our roof replaced a year and a half ago. The inside of our roof had spray foam insulation (which if you are ever thinking of getting - DONT) but we needed or roof replaced. We have been left with a layer of dust (and larger bits of rubble) where the rooking company literally had to saw and break the roof because the stupid foam insualtion had basically glued it all tight. 

The idea of picking off the dust is too daunting - should we get a company to roll up the top layer of insulation (with the dust and debris) and replace with a nice new top layer or should we be doing something more than that?

Any advice welcome!

    I think you can probably find a company (or a local handyman) who will clean the loft for you. If it were my loft, I would pickup the larger bits of rubble, and then simply turn over the top layer of insulation so that the fine dust is trapped between the top and bottom layers of insulation. 

    Another alternative would be to roll up the top layer, take it out of the  roof, and gently shake it to remove the debris, and reinstall the same insulation. It might not look great after being removed and shaken, but from an insulation point of view, it doesn't matter how it look; it will retain its insulating properties unless it is squashed too much. 

    It is a job that will require good quality PPE.

    Being PU foam, it has some insulating value. I'd remove the bigger lumps and put down a 100mm thick layer of fibreglass. There is probably already ~270mm down due to the spray foam being removed and the roof stripped/replaced (would have been needed to satisfy BC).
