The only three criteria for being awarded a SAC is:
- The speed is less than limit+10%+9, i.e. 42 in 30, 53 in 40 etc.
- You haven't attended one in the last 3 years
- The offence is in England or Wales

Are you sure you have seen action for 4mph over the limit? All police forces in E&W say they comply with the guidelines that say action should begin at (Limit + 10% + 2mph). So the only limit where you would see action at 4mph over is a 20mph limit. If it is in a higher limit could you let us know which force it is so that it can be made known.1

The only time I've been caught speeding so far I was doing 43mph in a 40, I was also within sight of the end of speed limit sign as well. This was in 1994 though so things might have been different then. The policeman that stopped me said he had to take it seriously as it was outside a school, it was indeed outside a school at 6am on a Saturday morning in the summer holiday! The speed limit there is now 30 and the end of speed limit has changed to a 40...0

They were. AFAIK that was some years before the current guidelines were adopted.tr7phil said:The only time I've been caught speeding so far I was doing 43mph in a 40, I was also within sight of the end of speed limit sign as well. This was in 1994 though so things might have been different then. .
