Road unfinished

Hi I purchased a house shared ownership back in March 2020 the builder has gone bust - having problems getting snagging done but the main issue I have is that the roads are unfinished.  The Housing Association are now saying that the roads are unfinished because they are negotiating with the seller of the land to put an accessway in where a gateway should have been constructed.  (I know they will probably build in the lower field but we assumed that in any case).  My question is can the Housing Association (who have taken over responsibility for the site as the builders have gone into liquidation) now change the plans of the already agreed site and use this to hold up finishing the roads?  Any advice would be gratefully received - thank you.

    Only subject to planning consent (if the changes require it) and getting the agreement of the highway authority if the changes impact on the roads being adopted.
