The sensible option would be for the dog owners to create a fenced area away from the right of way

Dogs are territorial, and will instinctively want to protect their pack leader (the human). Training this out of them is not easy. My dogs are barkers (especially my older, smaller one - I have 2 Bichon Frise) and will approach delivery people and bark at them. Fortunately they're usually barking through a window or the garden gate ... but sometimes they escape out the front door and bark; luckily they look so cute and the delivery people are OK with them - they usually end up rolling over for a tummy rub. (The dogs, not the delivery people!) 😂Jenni x2
