Whose job is it to fit a box governor/regulator for medium pressure gas connection?

Hi we are in the process of changing heating over from oil to mains gas.
We had a Cadent as the gas transporter visit and they advised us we are medium pressure so would need a box governor/regulator fitted to be able to use the gas, they stated that our energy supplier would fit this along with the meter.
We contacted our supplier Octopus would stated Cadent would fit it.
After much back and forth Octopus confirmed in an email that it is their reasonability to fit the regulator.
We then got the gas connected and Octopus have gone back to the saying Cadent should fit it.
This has been going on for ages and we are unable to have our heating fitted without this work.
We have written letters of complaint to both and both are insisting it is down to the other firm.
We have contact Ofgen would stated we have to wait 2 months after each firm have finalised their complaints procedure.
We still do not even have a meter as the regulator needs fitting first, so are currently stuck having paid £1200 for a gas connection which cannot be used.
Any advice would be gratefully received, as we have already put back our heating engineer and do not want to risk losing them (both they and 2 other heating firms we contacted stated that the regulator is part and parcel of any new gas connection procedure in medium pressure areas).

Have you tried contacting a different company rather than octopus to supply your gas. Try one of the big firms like british gas? You would have thought they'd be well rehearsed in this.
Octopus really dont care about gas supply. Their many focus is on electricity. Their gas tariffs aren't even well priced. You dont need to use them for your gas supply even if they are currently your electricity provider.0 -
Thanks Niktheguru, we have contacted a few others and as it is not a standard question in their call centre scripts they are just saying no. I think I'll just have to try them all.0
