If the property was owned as joint tenants, then the rules of intestacy do not apply to it as neither tenant could gift his/her share by will.

Just a thought, had you considered getting a quote for dealing with probate from two or three local firms of solicitors?
It does sound to be the case that you have more than enough to deal with at the minute and it would relieve you of the stress of admin and give you time and space to cope with the shock and grief and to comfort the children.
Be kind to yourself and don't take on more than you can handle.
You could pay the fees once you have gathered in the assets.2 -
