Please Don't let the LA help you set up your electric supply with someone they recommend.
They normally don't do anything for nothing ! Kick back from the supplier and you pay over the top for your electric !
Bulb or octopus do well on best buy tables.
You will have to start with existing supplier1 -
WHY was it de energised? Has it been vacant for a long time? This normally only happens if there is a serious safety defect of huge arrears from previous owner /tenant.Lets hope it is not a safety issue.0

Which comes back to the EICR !
You have electric heating well you would if you had electric so check for an EICR.
They can't possibly do the check without an electric connection.
Ask the Letting Agents which redress scheme they belong to 🤔0 -

In any case is an email a form of official contract or contact? Can you for example serve notice via email?
If the tenancy contract does not state anything about electricity being enabled by the EA, not much you can do.
Also even if they tried to contact the utility company, can they put the the energy supply in the tenants name? or are they separate things?0 -
