    The Royal Clifton Hotel Southport is part of The Britannia Hotels Group voted by Which 8 years in a row the worst hotels in the UK, I wouldn't get too reliant on a cancellation they are not renown for their customer care skills.
    The lack of keeper liability is the best bet.

    But they don't have to comply with the PoFA which just means they can't hold the keeper liable, if the driver is disclosed they can then hold that person liable and still proceed.

    It's part of The Britannia Hotel Group who are blasted all over the net for being a disgrace.

    Even the Britannia web site wants you to use an email form.

    Problem is I can't get through to them at all. They really want me to phone the premium rate number but i've read a lot of reviews on TrustPilot and TripAdvisor that they never ever get through to the manager and the Premium number is just another attempt to elicit money from people who may want to inquire. 

    Nothing Royal about the Royal Clifton Hotel lol. 

     Then why not complain to the top, as @patient_dream suggests...

    I still maintain getting this cancelled by the car park owner is far simpler than the extra work PoPLA needs.

    Even if it doesn't work, what have you lost? Just an hour or so.
