New user here

 Around 40 letters over 2 years have been relieved for 3 parking fines that have shown up whilst using a disabled parking badge. These haven't been acknowledged  by the car owner as he feels contact would be acceptance of the fines.
However, these tickets were given while parked in disabled bays with parking badge in view 
The driver has no intention of contacting dcbl and is happy to wave his disabled badge in court should it go that far and will say , why has he been given fines when clearly the badge is in view. Also as dcbl traced the registration  plate to the owners address, how come they don't find out its a motability  finance car?
So after all this time with just threats to pay or bailiff, court  etc and a silly logo on each letter saying, can't pay won't pay that quite frankly does look somewhat unprofessional,  can this actually go to court after all this time?

    Were these council or private car parks or parking on-street?  Just because there is a Blue Badge does not preclude the driver from buying a parking ticket.  Is this what happened here?  PPCs (well anybody) have six years to begin court proceedings.

    Blue badges have no legal status on private property , so the signs would say , no concessions for blue badge holders

    So waving the blue badge in court mean's nothing at all , the signs bound the driver to the private parking contract on offer

    The blue badge holder needs to read the blue badge booklet again , carefully

    It does not entitle the holder to anything on private car parks etc

    The claimant parking company has 6 years to issue a court claim pack from the CCBC in Northampton in England and Wales , 5 years in Scotland , so yes a court claim is very likely

    I fear you are living in a cloud in a far off galaxy and someone needs to read the booklet that comes with the blue badge.
    It has no status in a private car park and waving it in court will just get you no where.
    Where I live even the council car parks don't give free parking to blue badge holders neither does John Lewis give away free TV's.
    Private parking operators do not issue "fines" these are invoices and making no contact with debt collectors is fine, but making no contact with the PPC will be frowned upon by a judge, and ignoring a county court claim will result in a default judgement against you.
    Your choice but I would recommend following the advice on here as you are now in it for the long haul.
    You are right about "cant pay we'll take it away" though total Muppets.

    And in my area of Manchester , the council gives one extra hour for blue badge holders on its pay and display car parks , none are free , blue badge holders must pay , the extra hour is to comply with the Equality Act 2010 , not the blue badge ( and yes I have one too , but I also know it's not free unless signs say so , so onstreet parking on yellow lines can be better )

    One council car park near me does allow free parking , but only on a Sunday , the rest of the week is chargeable with the extra hour concession

    Name the retail park and it's address and location

    B & M wont be the owner , but Savills might manage it

    Owners are entities like British Land or pension funds etc

    Show us pictures of the signs too

    How can anyone help when you haven't actually said what the PPC has accused the driver of, did the driver over stayed on anpr which logs time in and out not parking? What did the NTK say? What were the actual timings? Where is the car park we may know it? What do the signs say? Who owns the site? etc etc.
    If you continue to drip feed a rant no one is going to be able to help and will end up just scrolling by.
