VAT relief on central heating installation for pensioner?

I'm finding the government's info on vat relief for services for pensioners impenetrable. Headers say relief applies to services such as central heating installation for people over 60, the disabled and charities, but when you drill down, there is only info for disabled and charities, the pensioner/over 60 proviso seems to disappear. I know it can be applied when there is a grant for the heating, but can't work out whether I am eligible without a grant for the installation. I want it done asap, so even if a grant could be applied for and an approved fitter appointed, it would probably be such a long process that the rent that I'd pay while waiting to move into the house I own outright, and other associated expenses, would cancel out any potential gain, plus of course most of those grants seem to have been ditched. I'm close to arranging the installation, so just need to know whether I can avoid 20% vat on both materials and labour. Any guidance on this would of course be much appreciated! I suspect I'm just being optimistic and the only VAT reduction for pensioners who aren't seriously disabled is on mobility aids, but of course the need for central heating both personally and ecologically is recognised as worthy of support and relief in some instances.

I don't see anywhere where it says that central heating installation costs (materials or labour) can ever be zero rated, and the information here says it definitely cannot be: Reliefs from VAT for disabled and older people (VAT Notice 701/7) - GOV.UK (www.gov.uk)
