Sports club prepaid cards

My sports club issues membership cards which can be prepaid to access discounts on food and drinks. Unfortunately the system is failing and they are unable to confirm member balances allow members to use money on the cards or provide statements of spend on the cards. As there is no financial services regulation relating to this service but they are handling and holding individual cash I wondered what rights or obligations might apply. The mounts are small but significant across a membership of over 400 cardholders.
