There seem to be a lot of apps, programmes and extentions out there for giving audible speech from web pages, documents, etc. Are there free ways to do this?

Yes, accessibility options in Windows - under "Narrator" will allow you to do this.
Phones - same as above in accessibility options, depends on make / model etc1 -
