UPS charging brokerage fee for gifts, is it legal?

I received a gift package containing £240 worth of gifts from my dad from EU country to UK, and UPS charged me £120, including £80 brokerage fee. The package contained dresses, backpacks and toys. How is that legal at all? My dad was not aware of it when paid delivery fees. I read it now that not every courier company charges this fee,  only VAT, duty and a smaller handling fee. This seems to me a rip off and people should be made aware of it before sending a package, a link where they can see the fees. Last year I sent similar value gift to Africa and they only paid £50 for taxes. It just doesn’t make sense.
