    He's not a "parking enforcement officer" he's a parking attendant or private parking company employee and it never was a fine it's an invoice.
    The figure they are quoting is ridiculous and will include debt recovery costs that they have not paid out.

    Also research Jopson vs Homeguard where a judge ruled (on appeal) that loading/unloading is not parking.  You were certainly unloading.
