Ryanair offer free flight change but forget to tell you that luggage is not included! So any luggage bought on first booking is not covered by a change of flight!!

Did they forget to tell you, or did you not read the terms and conditions?  They appear to include the following:

Any ancillary product pricing differences must also be paid.

Was this term added after you booked?

I would interpret this term to mean that you have to pay the difference between the cost of luggage on the original flight and the cost of luggage on the new flight - and I'm guessing that you don't get the difference back if it is in your favour.
