    If you plaster all the way down to the floor then when the floor expands it will crack the plaster.  So you stop short and cover the gap with a skirting board.  But plaster or no plaster won't significantly affect the insulation provided the plaster is on top of a solid wall as it surely would be in an old building.  So I don't see that gaps around the skirting boards are something to worry about, other than from an aesthetic point of view.
