How does it work if you apply to your present supplier and are accepted then 2 months later you change supplier. Is it transferred.0

Hi all, a long time lurker on the forum but haven't really posted.
Regarding this WHDS. Since I've been on ESA support I've qualified for this for the last 3 years with EDF energy. I get ESA support and the support component, so whenever I apply for the £140, I'm always accepted. Now, my neighbour is on exactly the same benefit (ESA support + age component) he's similar age to myself (mid 50's) and he's with E.ON and has been for a few years now, but he's always rejected.
I had a look at both application forms online, and one thing I instantly noticed was how completely different the questions/tick are boxes. I'll try and post some screenshots to show the difference the two.
The top two images are from EDF. I just can't understand how two people on identical benefits can get different outcomes. On the E.ON image, I underlined the other benefits that doesn't apply for my neighbour, he's on ESA only with the support component.

Since this was bumped I'll ask here,
How would it work out applying after a SOLR appointment? Would it be too late by then to apply or will they make exceptions?
I get income related ESA with severe disability premium and PIP. Don't like talking about it and once certain things are fixed I will change that even if what I get is enough to get by. I can manage whatever happens but keeping the electricity bill down will make easier to cope and access things to help me change my situation.0 -

If it ends up being affordable for me I won't apply, don't want to take a place from someone whose health will be at risk and they can't afford it. Depends on if the company wants to take a lot to stop any debit over winter but that can be arranged if they ask for a crazy monthly payment. I get extra money to help with things like this already.1 -
