Homecare 1 cover - heat exchanger issue

Good afternoon everyone
Looking for some help on a no hot water situation I have and British Gas Homecare citing several reasons for them to not repair the fault.
I have had homecare cover for over 10 years. The annual services/gas certificate & insurance side of things have been worthwhile for me until very recently.
For several weeks I have had intermittent hot water and two appointments with engineers to clear out the heat exchanger. On one of these appointments they quoted me for a powerflush, but it has never been mentioned before.
Third appointment after 6 days of no hot water - they have left now, without hot water and are claiming that heat exchangers are chargeable items and that as I have sludge in the system which they have quoted on, they are saying they cannot fix this repair as part of my contract. The have sent me a quote for a new boiler!!
My points are
- heat exchangers are not excluded in the terms and conditions so why are they chargeable
-sludge and limescale exclusions are when the customer has been advised of work in the past and not done this, I have only been advised in relation to this current issue
