I can't narrow it down to one of the many gritstone outcrops on the surrounding hills. The little village of Flash is in the Staffordshire Peak District. Standing at 1,518 feet above sea level, it has the honour of being recognised as the highest village in England. Flash is situated close to the popular beauty spot of Three Shires Head, where Derbyshire, Staffordshire and Cheshire meet. Flash was known for illegal activities such as counterfeiting, and for many years counterfeit money was known as ‘Flash money’.

The competition photo is looking north, and the farm in the distance is Ann Roach Farm. The signpost points east almost directly at "The Winking Man" on the A53. On street view from the Winking Man you can see the rocks on the horizon to the west.

Great work, One-Eye!

I think that this particular rocky outcrop is called Baldstones Pinnacle.
I've been trying to find the relevant grid reference - I think the rock might be at SK018643, but the photographer may be standing at SK019643.18
