Cycle Insurance in Apartment Block

I live in an apartment block of about 30 flats. Beside the car pack we have secure bicycle store. Last year we had a couple of cycles stolen from here (a gang broke in and robbed a substantial number) and our home insurance refused to cover the bikes. The policy did say that cycles were covered in "outbuildings" but the insurance company say a secure cycle store in a an apartment building is not an outbuilding.
We moved insurance provider and although I disagree with above, I attempted to upgrade to the cycle insurance add on to contents insurance provided by the insurance company. This company agrees to cover the cycles away from home but even with the special cycle insurance refuses to cover our cycles in the secure bike store. What I can work out is, if I lock my bike outside our block (where it is definitely not safe never mind weather damage) they will cover it, if stolen - but not if stolen from the secure bike storage, where we have upgraded the security since the last theft!
. Is this a consistent position held by insurance companies? This seems a mad position to me, 20% of people live in shared blocks and aren't allowed keep bikes in their homes (fire risk).
Separately if anyone knows of specialist insurance that would cover this I'd be keen to hear recommendations.

I have used Cycle Guard and BikMo, both accepted my Asguard secure storage bin outside my house fine, but others I tried won't cover bikes like that. Same ludicrous situation as you, if someone can lift a 200kg solid steel shed or cut a hole in without anyone noticing, they deserve the bikes to be honest, it's a lot more secure than inside my house which they would cover...0
