Augmented Reality App help please

I'm not very tech savvy. I know what I want to create, but not sure what or how to create it, and I'm hoping some of you lovely techy people might be able to help please!

There is a view near to where I live, where you are supposed to be able to see several counties (mostly by landmarks on or near the horizon)

I would like to create something that allowed me to move my mobile across the horizon, and for the screen to display this, along with a something overlaid to identify the different landmarks.

Does something like that exist? I'm assuming if it does, it would be some sort of app, that I could use and populate it with the chosen landmarks I want to display. (Prefrably it would need to have Iphone and andriod versions, or for me to find two apps that did very similar things, and due to the reason for me wanting to do this, it would also need to be free.

Anyone have any ideas where to start please?

    Ive had a look at Horizon explorer, and theres far too much information on it really. Very interesting to see whats possible though. I;m more looking for something that I can input the places I want to highlight, so the mobile screen just shows these places when the phone is moved over the horizon, rather than everything along the horizon if that makes sense? 
    I'm not even sure if its possible to do as an app?

    It's almost certainly possible ... the real question is Why do YOU want to do this? Are you hoping to commercialise this? (Is there even a demand for it?)

    haha, no not wanting to make money for it. Its for something a bit like a treasure hunt, where I will bring people to see a really panoramic view, and I want to identify certain things along the horizon to show them what they can see from that point. The way I'm describing It might not sounds that exciting, but hopefully it will be  :D
