I would like to use an AmEx card to fund it and then pay utility bills to earn cash back on said card. Would this be possible and is it a good idea?0

I'm not sure if it is. PayPal only offer debit cards to their business account customers and I also don't believe you can use PayPal as a bank account to set up direct debits to pay your utilities from. So I think the only way your plan could work is if the utility companies accept payment via PayPal.1

i use amex nectarcard on paypal to pay for item eg car fuel (esso app) also council tax, ebay, and anything else that will take amex, only 2 places upto now that dont take it is burger king and kfc0
