Re-Mortgage application bank requesting structural engineer report
I know it's something you'll not want too hear, but i'd be with the first structural engineer, and would be looking some of the brick and heads exposed at the top right of the bottom window. Left hand side top and bottom of the top window, where the actual sill is gone.

You are right, the crack is priority. Just waiting for my builder to actually start works, seems really busy during summer might need to make alternative arrangements.
Update: Thanks all for your contributions. Structural engineer report was produced. I was advised to install stainless steel heli bars, replace the lintel, and recommended inspection of the drain to make sure it is not blocked.
Mortgage was approved today and works have started.
