Problem with a vet bill

I would welcome some opinions on this. I adopted a dog one year ago from Bulgaria. All is good with that. She came fully vaccinated etc. So, one year later, I book her in to my local vets for her annual jabs. In between times, I have been in contact with the vet and (having weighed up the relative costs) agreed to take out the pet plan.
So when I took her for her vaccinations this week, I was stood in reception talking with the vet who is looking through her Bulgarian paperwork and basically says she would like to 'start again' with her vaccinations as they use different medicines in different countries. This was a very quick discussion, which ended with me saying "do what you need to do, it's all covered under the pet plan anyway isn't it?". To which the vet simply replied "yes it is". So off we went. She gave Bella her vaccinations, including Rabies.
I go back out to reception where the lady says "£67 please". I said - sorry? The vet says this was all covered. To which she replied (having received a furtive phone call from the vet in the next room which I could hear!) - "Rabies isn't included". I paid it with some reluctance but went home feeling somewhat miffed.
Having done my research, I now know that animals in this country do not HAVE to have the rabies jab unless you are planning on taking them abroad - which I most certainly am not. Had I have been given an informed choice, I would definitely NOT have agreed to the rabies jab because she simply doesn't need it.
Unfortunately, I can't return the product. I have complained and the vet called me, recalling a somewhat lengthy and imaginary conversation entirely different to the reality and has said that as a 'goodwill' gesture, they will credit half of the cost back. I feel that her phone call from a room 15 feet away is somewhat indicative of a level of embarrassment about the whole thing.
I'm not sure I have a leg to stand on here, but I was definitely misled into getting something I did not need.
