Do you have a booking class?

It should be a single letter code, with a marking such as 'class', 'booking class', 'fare class' or similar.

Here is an example on a (not Singapore Airlines) ticket, the booking class on this particular ticket is N. If I have this, I can check the actual ticket rules, which again may be limited by contract with the agent, but it's likely worth a go.

In all visa and travel restriction scenarios, the buck stops with the passenger.  It is the passenger's responsibility to check requirements of any Governments, not the airline's or travel agents.  A decent travel agent may be of great assistance in this, but ultimately it will be the passenger's responsibility.

@CKhalvashi has some good pointers though.  It may be worth seeing if there is any flexibility with the airline - nearly all airlines are offering something at the current time, even on tickets that would usually be completely non-flexible.  Might be worth looking at the airline's website as a start, but also talking to them.  (Be advised if there are any options the airline won't be able to help you directly, it will have to be via the agent they booked with, but the airline may at least discuss your options)

Edit to add: What is slightly concerning is that neither the Singapore Airlines or Qantas websites will even sell me a ticket to Sydney in September..... I seriously hope this is on a proper connected ticket and this travel agent hasn't just cobbled together separate flights!

The agent at TRAVANGO was the one who put the package together for them. They have Visa's and exemption. They trusted the agent to be aware that a) transit was not available via Christchurch . They did not tell the agent the route they wanted to fly she told them.
Direct flight seats are scarce to non existant. Due to Australias weekly immigration limit . The agent simply offered the only route available. Your daughters should have then performed their own due diligence before confirming the booking.  The agent isn't going to know entry requirements for every country in the world. As is the case in the UK. Requirements can change extremely rapidly.

In short, cancellation for the flight is SGD800 (about £400) per sector on each flight operated by SQ, so that's £800, likely making the ticket effectively non-refundable. This is increased by around £25 per sector if they choose to call, and is in addition to any admin fees they may have.

Changes are permitted subject to any fare difference and are free, but again agency fees may apply. The only issue you'll face is that you've not booked directly with the airline, so you're subject to the contract with the agent for this.

Once again, avoiding NZ completely would likely be your best option if possible.

Are all the tickets separate?  Or all on one itinerary (booking reference?)

    That's what I meant.
    Or did I...?

    Pigeon English

As your daughter at least should be able to change these for whatever the agency admin fee is, plus any fare difference, trying to direct into Australia from Singapore may be the way to go, as it makes the ticket hopefully at least partially usable.
