Items not delivered and no refund

Wondering if my one has any useful advice about this.
We ordered 5 items from Blacks (jdports). 3 were delivered, one was refunded as out of stock and one never arrived. We notified jdports customer service who said they would conduct an investigation. They have told us they believe the item was delivered and the case is now closed. They won’t provide any info about their investigation and suggest we seek help from a third party to resolve. Paid with PayPal so rising it with them .

We have checked with neighbours but no one ha the item. It would be large as it was a set of camping bunk beds. Jdsports “customer champions” told us they could not over turn the decision.
We have given a final request for delivery or refund with a fair time scale and asked for a letter of deadlock which has been provided. Just annoyed a company can do this, refuse to share their reasoning and leave consumer to sort out whilst not providing golds
millets, jdsports, blacks and all linked companies are now on my black list.
