There are some purpose built holiday apartments and houses around in Cornwall which would might suit you requirements. They have limited occupation (I.e. 10 months a year) so are a bit cheaper than a real house and you would not be depriving a local from a home.

I sorted available properties in our area by price, cheapest first and looked for those that are cheaper than they would be if they were proper houses. It helps if you have a feel for the area.1
