No invoice

I wonder if someone can help, basically my elderly parents got three radiators replaced .  The work was carried out over three hours .  They were charged £1,500 in Northern Ireland.   
I thought this was really dear
and asked to see my mum and dads receipt /invoice.  Three weeks on and they have not got anything from the plumber he keeps putting them off.   They have nothing to say the work was done and if anything went wrong with radiators they have nothing.  I am so cross as my hubby phoned the plumber 
and he just started waffling is there anything I can do .  Imagine charging an elderly couple this price has people no shame.   Is there anything I can do

    There's no legal requirement, in England at least, to provide a receipt or invoice for services rendered unless both the service provider and customer are VAT registered, in which case a VAT invoice must be given.

    They can evidence by other methods the fact they made payment to him, if necessary. There's no general legal requirement to produce invoices or receipts.

    Worth noting laws in NI are probably similar to England and Wales as they should derive from EU Directives and unless the purchaser walked into the plumbers place of business uninvited there would likely be the obligation to provide the required durable information including who the plumber is and what the service will cost.

    Without a price given the cost of the service should then be "reasonable". 

    Also worth noting, if NI laws match E & W then not providing the info gives an extended right to cancel for a full refund even if the service has been fully performed.
