Fully vaccinated entering portugal. Test needed?

The UK government website says you can enter Portugal without a test if you have an EU digital certificate but makes no provision for NHS certificates. I checked the guidance for France and it explicitly says that NHS certificates are accepted; not so for Portugal.

The Independent says that NHS certificates are accepted. independent.co.uk /travel/news-and-advice/nhs-app-vaccination-travel-uk-b1882499.html so I'm thinking the government website is out of date.
I have asked the embassy (twice!) to clarify and just got back a stock answer to check their travel guides. Great.

Are pre-flight tests enforced by the airline or what? Who can I actually check this with?

    Passengers coming from  South Africa, Brazil, India, Nepal and the United Kingdom  , after entering mainland Portugal, must undergo a period of prophylactic isolation of 14 days, at home or in a place indicated by the health authorities. 

    This rule also applies to entries across land and sea borders.

    Passengers coming from the above-mentioned countries must complete the form on the travel.sef.pt platform .

    You don't need to quarantine but you do need to have a test unless you have the EU digital certificate. Even within the EU different member states have different requirements.

    I've just had a look at the Independent article and that confirms the NHS App can be used to avoid the need to quarantine. It doesn't cover the testing requirement in the article.

    As I understand it, at the current time, there is no exemption on testing for double jabbed travellers from the UK with just proof of vaccination on the NHS system. Recommendation is that only fully inoculated travellers enter Portugal and to avoid quarantine you either need a negative PCR within the 72 hours before your flight departure time OR a negative Antigen (rapid flow) test within the 48 hours before your flight departure time.  Both from private providers, not the NHS.

    To avoid quarantine you need to have proof of being vaccinated at least 14 days in advance. Either the NHS app or the EU digital certificate will be accepted as proof in Portugal.

    Testing prior to travelling to Portugal. If you have the EU digital certificate you do not need a test. If you have the NHS app you do need a test.

    If you don't have proof of vaccination you will need a test and to quarantine on arrival.

    For mainland Portugal you need to be tested. For Madeira the UK vaccine certificate is enough.

    Do you know if an at home antigen test is accepted in Portugal or are there stricter requirements?
