Bexley Council - No ticket displayed PCN (Electric charging bays)

Hi Guys!
Before I proceed to appeal using the newbies template and procedures..
I was wondering if this is at all winnable?
My friend parked outside Benmores in welling (opposite Welling Mac donalds) , to charge his new electric car.
Obviously the signs there say that you need to pay for a ticket to park in the parking bays, however he was very sure that electric cars dont need to pay to park there (for charging purposes).
He received a PCN from one of the operators there, for not displaying a ticket.
I was wondering if this is at all winnable?

It's either council or private , so which is it ?
If it's a private parking company , name them , if it's council , post over on pepipoo fightback forums using a non Hotmail email address after reading the posting requirements there4 -

Well the sign on the pole gives me the impression that Electric vehicles have to pay.It quite clearly states that it is for electric vehicles only Monday to Saturday 8AM-5.30PM pay by phone with the number. Why would you think it's free?This must be council on street parking if so the Newbies template is not applicable, and you would need to go to Pepipoo for a loophole by I doubt he'll get far with this one unless there is some conflicting instruction on the actual charging point.4
