UPVC window air vent

Hi. My cousin's house is forever cold because there is this air vent here which does not have a closing part?! Or we just don't know how to operate it?!! Can somebody help and let me know what I should do to help as it's freezing in winter! Thanks

    Don't close the air vent! It is designed to let moist air leave the house. If you close it, they will have dreadful problems with damp and mould. Your cousin's house is cold because they don't have thet heating on enough. Get them to turn the heating on and the house will be warm and dry.

    It looks like it should close - There is a circular piece at the end which suggests that something is designed to rotate around it. Might be worth getting a Window Doctor to take a look to see if anything has jammed inside.
    If it had been designed as a permanent vent (a.k.a. trickle vent), it would be much smaller and be covered with a grille.

    Some homes need vents and some don't. Some homes will have dreadful problems with damp and mould and some won't.

    If you can't work out how to close them then just cover them up. If damp and mould problems ensue then open them again.

    There are also covers or filters that fit on the outside.
    Do you have a window doctor in your area? They have seen most things and know what parts to fit

    Is there or ever been a gas fire or gas fire with back boiler in that room and do other windows in flat have same type of vents.
