The 5 years doesn't reset every time the car changes hands.0 -
I had same question a week or so ago and someone answered it.
you can check using the registration number on https://www.gov.uk/check-vehicle-tax
Once you put the reg number and confirm the vehicle details, it'll show "Additional Rate applicable until"

Any tax BOUGHT on or before that 5th anniversary of the 1st reg date carries the surcharge.0
