It isn't "good old civil service inefficiency". Administration of NS&I accounts has been outsourced to Capita for years. None of the people dealing with day to day work on NS&I accounts are civil servants. When civil servants were doing the job everything worked.

I don't believe NS&I's systems were ever outsourced to Capita. IIRC, it was originally a Siemens business unit that ran their systems. This business unit was sold to Atos, a competitor of Capita, about 10 years ago, and I believe Atos are running the NS&I systems to the very day. They do have a call centre in India but some NS&I operations are definitely staffed with UK personnel. I know this because "Margaret", a lady with a very broad Scottish accent, called me a few months ago to say I cannot withdraw from NS&I to Starling Bank because they couldn't verify Starling ........ but that's a different matter.
