MoneyClaimOnline - Purchase in UK from Ireland

I'm trying to help a friend out. They live in Dublin and made an online purchase from a Nottingham company using PayPal. The purchase was made in March 2021, and she was notified a few weeks later that the purchase had shipped and a ParcelForce tracking number was given. ParcelForce tracking says they have received nothing, and the company is ignoring emails and telephone calls.
She is looking into claiming through PayPal for a refund but I know they aren't reliable (personal experience!!).
My question for the forum is: can someone living in Eire use MoneyClaimOnline for a purchase from UK? Any help or suggestions would be welcome.

Why aren't they going to PayPal in the first instance? If the tracking doesn't show it's been delivered then they'll refund her.0
