Parking fine for NHS employee who parked in the designated parking space

Hello,
I am writing to ask for some guidance regarding one SIP PCN received within the John Radcliffe Hospital car park.
The driver of the car which I am the keeper, parked within the Hospital Staff car park. I must mention that the driver of the car displayed an employee parking permit in the front window. This employee parking permit allows the driver of the car to park within the hospital car parks.
However, the driver of the car received a window PCN for the reason "Parked in Priority Area with Standard". I assume this means that the driver of the car park on a "priority" parking space. There was no signage of such a priority space, as well as there were no markings to differentiate these "priority" spaces from the "usual" ones.
It is also outrageous that an employee who comes to fulfil his work duty, gets a fine for parking in the workplace premises.
I am attaching a photo of the PCN for your reference.
I have read the Newbies thread and I believe I need to wait for the NTK to arrive and use the appeal process to dismiss the PCN if the NTK will not arrive within 14 days.
I also appreciate your help and guidance on how to proceed further.

Went there to check signage and it looks like there is a sign at the entrance, saying that first floor is priority and ground floor is standard. The car was parked on the first floor. Can I still appeal or dismiss?1

But you were specifically looking for signs. POFA may also be a factor , so when the ntk arrives , check for compliance , or failure to comply
Plan A is the best option , a complaint to the facilities manager3 -
It looks like the parking company is part of the BPA. Will the blue template apply in this case?0

SiP Parking Limited are not members of the BPA's Approved Operator Scheme.
They are members of the IPC's Accredited Operator Scheme.3 -
They are not fines, please read the newbies and complain to youtr MP.You never know how far you can go until you go too far.1

What happened when the driver and keeper complained to their employer, the head of the hospital, their union rep, and their MP?
They should all be reminded of the government guidelines regarding staff parking.
