DVLA lost documents

A friend sent her birth certificate etc to DVLA applying for her first license.
DVLA sent a letter back without the documents saying it had to be signed by someone else (original witness signature wasn't acceptable)
She's now done this, and now they are saying they haven't got her birth certificate etc
She appears to be hitting a brick wall, any advice please?

It's easy enough to get another copy of a birth certificate, assuming it's from the UK. Is there anything more valuable in the "etc"?1
