Connecting through a red route

My daughter should be travelling in November to do a charity/work placement in Belize, but needs a connecting flight through USA or Mexico.
aa far as I can see you can’t go through USA at all (even though the flights are sold), and Mexico is now a red country.
so as far as I can gather, it’s okay to get a connecting flight through Mexico but insurance wouldn’t cover any issues arising in Mexico? But fine for before and after? Not that she’s found the right insurance!

Obviously a lot can change by November, but as it stands today it all seems way too confusing. This is a postponed trip from last year. Any advice at all would be appreciated.

As you say the US as a connection point would be out.
The Mexico "Red List" issue is only for when returning to the UK so I can't see an issue for her outbound (UK to Mexico) on route to Belize. The issue however might be lack of Mexico bound flights as what little demand there was will have dried up.
Wise to check with her travel insurer regarding the short ground connect time in Mexico.0 -

Under the current rules she will be considered as coming from Mexico and so would have to stay in a quarantine hotel on her return to the UK.
The only time you can go through a country and its status not impact you is if you dont get off the mode of transport and no one else gets on... ie a private jet could stop to refuel in Mexico and be ok but she will be changing planes and so will count as having visited Mexico.
You dont mention when she is coming back... guess its not a 2 week thing... so who knows what random assignment the countries will be in then. The claim that its scientific decisions is an obvious fallacy1 -

Looking at the FCO site, only tourism is visa free and the FCO only states that Beliez is open to tourism... you would need to check what visa she needs for doing charity work (its normally the same as any other work visa) and if they are accepting people for non-tourist reasons at the moment.
Also worth noting the FCO states that vaccinated people can enter for tourism on proof of vaccination alone however the Beliez government haven't yet confirmed acceptance of the NHS App as a method so recommend that you get a PCR test anyway.
