So my family will be visiting me soon from Belgium, and I'm tying to figure out what they need to do/have before they can come here. As they aren't that fluent in English, and my parents aren't good with technology/the internet, I want to do as much as possible for them. I'm wondering, can I fill in the PLF online for them using their details (such as email, phone number etc)?

I'm having a look at the Passenger Locator Form and going through it myself, and at one point it asks for your phone number and if you can be contacted by call or text. Would my family be allowed to select the option "I can only be contacted by text message (SMS)" and then give the reason that they are not fluent in English? Or would this be bad to do for some reason?

I'm also looking at the Day 2 PCR test. I plan to order these for them and have them delivered to my home address.
I've had a look at a few different providers, but they seem to ask for an isolation address. As none of them have to isolate as they are double vaccinated, does it matter what address I put in? They will be staying at different locations throughout their stay (hotel/AirBnB/wedding venue accommodation), and some of them will only be here for 3 nights total. So I just use the address of the first night(s)?

Also, finding the cheapest test is almost impossible. The list on MSE is already outdated again as prices change so often. I've now found one for £28 I think, but the website looks so bad I don't know if it's a scam haha.
:D

Yes you can fill in the form for them . They will need an address to deliver the tests to - put that address down . You can put your own number down if that is the best way for your parents to be contacted by Test and Trace .
You are correct that as they are double vaccinated they won’t need to quarantine automatically. However, if someone tests positive on their flight or their own Day 2 test comes back positive then they will need to self isolate for 10 days so which address will that be ?
You can e-mail the form to them but if they are going to struggle answering questions in English at the UK Border, make sure they have each print their PLF so that they can show at UK Border and their proof of vaccination and negative COVID Test.

I was going to have the test delivered to my home address, as getting it delivered to a hotel probably isn't a good idea!

As they are all coming by car via Eurotunnel/Ferry, hopefully contact with strangers will be at a minimum and they won't test positive. Most of them are only coming for the weekend so it's unlikely they will come up with a positive result before they return home (plus of course they do a PCR test before travelling to the UK anyway).

I just don't know if I should put their hotel (where they will only stay the first 2 nights) as the isolation address or not. If someone -does- turn up positive, they would be staying at my home, not a hotel.

If I remember correctly on the form you are asked do you need to self- isolate ? If you say No , you don’t have to give an address in that section.
If plans change later you can submit a new form with the correct details
