Retailer Refusing Refund

Hi All,
On 23rd Jul 2021 I purchased a Wheelchair Power Pack for~£400 from a London retailer called Sheen Mobility . However, there was a key component that was missing and now the Power Pack doesn't work due to a faulty hand control. Therefore, my elderly Grandmother is now unable to use the product. I have returned back to the Sheen Mobility requesting a refund for the faulty product. However, they are point blank refusing a refund because the manufacturer warranty registration has been activated and it was "working" in the shop at the point of purchase. I have now formally requested a refund in writing under the Consumer Act 2015. I even spoke with the manufacturer directly who stated I should entitled to a full refund and when purchased from them directly that is exactly what they do offer its customers. Question, what are my recommended next steps if the retailer still refuses to refund the faulty goods?
