    Sometimes I park in a disabled bay whilst the Memsahib shops.  Sometimes I join her sometimes I do not.   WRT PPCs I think they would struggle to apply the T&C as tightly as local auhoroties.
    You never know how far you can go until you go too far.

    Accessible bays are provided for people with physical disabilities. If an occupant of the car has such a disability, and exits the car, then they are doing exactly what the bay is meant for. The blue badge scheme does not apply on private land, and the scheme actually says the blue badge must not be used for any other purpose. Thus, displaying a blue badge on private property is a breach of the blue badge scheme.
    If the disabled person does not get out of the car, then the driver should park elsewhere.

    Irrespective of this, the PPC must prove that the accessible bay was abused.

    If the disabled person does not get out of the car, then the driver should park elsewhere.

    But if the driver is in the shop how does he/she kow whether the disabled person has aloghted or not?
    You never know how far you can go until you go too far.

    I am of course being the Devil's Advocate here.

    The parking space is for the benefit of the disabled person. The driver should not be wandering off not knowing whether or not the disabled person has got out of the car to use the local facilities, or intends to get out of the car.
    It's the driver's responsibility to determine this beforehand.

    If they know the disabled occupant does not intend to get out of the car, then the driver should not park in the disabled bay. If they are not sure, the driver should park elsewhere unless and until the disabled occupant decides, or is able to get out of the car.

    You are assuming that the passenger is disabled, 

    My wife likes to spent ages shoppin, I do not.  When my patience is exhausted I go and fetch her.  I have a BB and walking difficulties, (2 new knees, i new hip).   My wife does not drive.  I think that my use of a disabled space is entirely proper.  
    You never know how far you can go until you go too far.
