My sister owns her house but the bottom 12 inches adjoining the pavement must be left as grass ans unfenced as  access could required to the utilities buried under it.

That applies to all the houses in her street.

This is the 1st time we saw this communal area plan. I am not sure why there was overlapping in our deed and in their communal area plan?

The area concerned is shown outlined in red on your deeds map? That usually means that you 'own' it. It belongs to you.
However, that doesn't mean that other folk might not have rightful access to it. You therefore DO need to carefully read both your deeds and that of a concerned house.
Can I ask - just how much land are we talking about? Is it 'just' a strip along the end of your front garden, a narrow band where the hedge grows?

    I'm guessing Lambert Smith Hampton.

You have the deeds and the freehold so you can tell them to get off your land. Why did you let them touch the hedge if it's on your property??

Do you have home insurance with legal protection?

    Hi all,
Sunsaru for advice. We seek our insurance with legal assistance for stopping their trespassing onto our front garden.  We are very happy to hear that the problem has now been successfully resolved.  They will not come to my garden. In this spring we can design landscaping peacefully in the front garden for the 1st time.
