Housing benefits

Can someone on PIP (highest band) and employment support receive housing benefit. The person in question lives at her parents house (owned by them). Since this person takes up a room is it possible to claim housing benefits to conribute towards rent that she would otherwise be expected to pay.

No one of working age can make a new claim for Housing Benefit. If they want help with rent the have to claim Universal Credit (unless they live in supported accommodation). Applying for UC would end income based ESA (but contribution based ESA would continue).
However you cannot claim help with rent if you live in your your parents' house.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.1 -
Living with parents means you are legally treated as not liable for rent.
Therefore no benefits are payable for rent alone.1
