The reason she can't claim is because she's 17 and those that are under 18 can only claim in certain circumstances. This part here from Alice's comment.Alice_Holt said:

She hasn't been assessed as having LCW and she's not waiting to be assessed because she's not claiming any benefits. She may have to claim New style ESA as NI credits only claim as per my previous comment above.Have you looked at claiming PIP for her yet?0 -
I tried to claim new style esa first for her and they turned her down flat. Said she wouldn't be eligible for ni credits only as she hadn't worked. Told us to claim uc instead which we did.
Have started the process for pip for her.

She will not be able to receive any money for New style ESA claim because she hasn't worked in the previous 2 tax years. You need to make it clear that it's a NI credits only claim while she waits for the work capability assessment.

That advice was incorrect. Because she hasn’t worked she doesn’t meet the NI conditions to receive payment.
