Whilst I understand I could from today request refund of 80 pounds overpayment to original rbs 18.9 card.
Is there any genuine positive CRA effect by leaving a credit amount over a umber of months.

    I'll use towards rbs 2nd card which leaves thirty pounds credit or transfer to savings.
    I thought maybe it could have helped speed up potential new facility's.

    In what way would it do that?
    in respect of 100% utilisation free from 1st card, either way it's going to be closed anyway as I can make more use from second card 9.9 purchases 6.9 balance transfers (from Non rbs cards)

    No. While you're carrying debt, your overall utilisation won't change. You should be using any spare funds to reduce your debt.
