Well, when you re-condition anything, you are trying to bring it back to a certain condition, usually "New".
This is more or less impossible to do with a used car at a reasonable cost, so I think the Advertising Standards Agency would say that this is "clearly" marketing puff and not meant to mislead anyone, but I think many will be misled. I wonder where they get their "new car smell" from?The comments I post are my personal opinion. OED defines recondition as overhaul or repair.
I gather this to mean any faults from their inspection (however good that is) will be repaired or overhauled.
So for example, if they find a a nail in the tyre, I presume they would repair it.
If it's below minimum tread depth, I presume they would overhaul it with a new one.
