Vulnerable household PCN bailiffs (ULEZ/Congestion)

Hi there,
We have had a rash of bailiff notices for unpaid congestion charge/ULEZ notices in London.
These were not contested as we were receiving Covid-19 treatment (including hospital stays) during that period. Contested points are that the car was on ULEZ compliant with the number plate we had originally before a change, congestion charge we were awarded a blue badge but it took 6 months to actually get to us (now have it plus white badge).
Car is used for disabled child, household unemployed (on UC) & all had bad covid-19/still receiving treatment, I believe we all count as vulnerable.
Bailiffs are saying they will continue with enforcement/piling on fees tomorrow onwards and nothing they can do except take payment and auction the car if we don't pay.
We also asked Bailiffs about breathing space and they said it did not apply to use and they do not do that.
Traffic enforcement have said we need to file a " 'out of time' challenge" which needs to be notarised.
Any tips much appreciated.

I would suggest that you contact Stepchange to see if they can get you the brething space: Breathing Space. Debt Respite Scheme Advice. StepChange I would not trust the ballifs to advise you of what schemes you are and are not entitled to use.
