Ebay temporary buying restriction

When attempting to pay for a "Buy it now" item on eBay with a debit card which is saved to the eBay site, the following message is displayed.
Would anyone know what this means? There's definitely enough in the account.
Alternatively, I think I heard something recently about linking a bank account directly to the eBay site to pay for items as it was no longer possible to directly link PayPal. Perhaps this needs to be done?

Is it because you didn't pay for some items in your past purchases? Looks a strange one to me and they want you to pay immediately now.
