Background:
I bought a car on 2 Jul and dealer helped to update the logbook
found that the date of last logbook issued is 20 Jul from DVLA's website and i didnt received it until now
Called DVLA this morning and found that the address is wrong, they helped to update my correct address and will issue a new logbook in 4 weeks
The question is, what if i got any PCN from gov or council like speeding, parking or entered pedestrian zone but they mailed to a wrong address, i cant recevice the PCN, what can i do?
Can anyone can give me a direction and advise. Thank you

You can ask the DVLA if any enquiries by such authorities or parking companies have occurred since the 2nd of July for that vehicle
If they say no , then nothing happened1 -
Have you received a PCN from the private or public sector for this vehicle, or is this just a hypothetical question?
I'd advise you not to concern yourself unless you receive either (or both), then come back for specific advice. There are so many variables which make hypothesising extremely complicated and potentially long winded.Whatever the circumstances, the general advice here is - if it's a private sector charge, the NEWBIES FAQ Announcement takes you through the process, but with added input from regulars given the particular circumstances; if it's a public sector penalty, then this isn't the best forum for one of those, rather our colleagues over on PePiPoo would help you to deal with it.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Becasue the registered address is wrong, i dont know if i got any PCN at this moment or even i got PCN, i cannot receive it, seems i entered a pedestrian zone in Sutton Coldfield last week, i am afraid if that is true and i didnt pay the penalty, they will charge me more or prosecute me.0

The DVLA must and can check and tell you if they have given your data out in the past month! They are not correct if they say they can’t check, so insist.
Now there is an important task to do in August:
The final Government Consultation into the level of parking charges, discounts, false ‘debt recovery add-ons’ (that no PPC actually pays)...
...and the Appeals Charter - that should IMHO result in full cancellations not enrich the PPCs by £20 or more because it would just encourage spurious PCNs that should never be issued...
... is now open!
See separate thread:https://forums.moneysavingexpert.com/discussion/6286801/government-consultation-re-level-of-private-parking-charges-now-open
This forum’s regulars are encouraging email submissions with evidence and photos, letters attached to illustrate what happened to you and why you are answering the way you are.
Please tell your family and friends to encourage colleagues who have had these spurious PCNs and claims to email their evidence to the MHCLG as shown in the Consultation and not just do the tick boxes. The Government want evidence - victims must give it to them. DON’T MISS IT.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
