Debt included in DRO sold

I’m hoping someone may be able to provide me with some advice. Due to debts which she couldn’t pay my sister has a debt relief order which started in April.
Two credit cards she had with Virgin were included in this. However since the debt relief order virgin have continued to call and write to her asking for payment even though they have been told about the debt relief order.
They have now sold the debt to Arrow Global limited who are apparently to help her clear her debt in a way that works for her.
I thought that during the moratorium period they couldn’t do anything. My sister has mental health difficulties and this is really affect her.
What can be done next, none of the other companies are still perusing the debts

This shouldn't happen really. She just needs to tell them the DRO number.

She’s sent them letters the last one signed for but it makes no difference0

Then the next time they make a demand for money, refer it to the DRO Team in Plymouth as they are acting illegally1

As above, the creditor has no remedy against her, the message appears to be getting lost in translation.
My advice would be to fire off an official written complaint, and once it filters down to the right person, a massive backtrack will ensue.
