PCN issued after 14 days

Hello everyone!

I received a PCN today 29-07-2021, date of the notice 28-07-2021. Contravention date and time 12-07-2021,11:24.
I noticed that it is issues 14 days after the contravention. I googled and people are saying different things that if issues after 14 days it is invalid. Does anyone know any laws or anything about it please? Is the PCN valid after 14 days and if I could appeal on these grounds?

    They are allowed up to six months to get keeper details from the DVLA.
    Their trade association allows them another month to send a Notice to Keeper to the Registered Keeper.

    However, they only have fourteen days to get a Notice to Keeper to the keeper if they wish to transfer any driver's liability to the keeper.

    Nothing invalidates a PCN.

    In your case they needed to get the NtK to you by 27th July. They failed.
    That means that as long as they don't know who was driving they have no-one to chase.
    That won't stop them chasing the keeper though - on the assumption that he was driving.

    Which PPC?  If it’s a BPA AOS member you will win at POPLA but you may as well try IAS if it’s that well documented kangaroo court instead.
